Rick Sindel is a certified Program Management executive with over 25 years of experience providing leadership in a variety of analytical and engineering roles. Prior to joining OCT, he served as a Component Acquisition Executive and Component Requirements Executive at the Department of Homeland Security (DHS).  Additionally, he has served as a Planning, Programming, Budgeting, and Execution (PPBE) chief at DHS headquarters where he ran special studies and analysis to support the DHS Deputies Management and Action Group in the multi-year formulation of Departmental budgets and capital plans. Prior to working at DHS, he supported the Office of the Secretary of Defense, Joint Test and Evaluation Program where he facilitated the documentation of operational requirements, solutioning, and test and evaluation of joint military problems. Rick is also a Navy veteran where he served in operational roles and supported the Standard Missile-3 and Sea Warrior acquisition programs.

In his current role, Rick serves as a Corporate Program Manager for OCT’s portfolio of Department of Defense (DoD) contracts where he is responsible for maintaining client
relationships and ensuring growth in the portfolio. Additionally, he serves as a Subject Matter Expert (SME) supporting the Department of State (DoS) as they work to
implement applicable laws and regulations relating to acquisition oversight and program management.

Rick holds a Bachelor of Industrial Engineering from Southern Illinois University and a Master of Science in Operations Management from the University of Arkansas. He also has a variety of graduate and undergraduate degrees and certifications in Modeling and Simulation, Test and Evaluation, Systems Engineering, Electromechanical Engineering, Applied Statistics, Sig Sigma, and maintains a Federal Acquisition Certification in Project/Program Management (FAC-P/PM).
