Catherine Fultz brings 15 years of executive leadership and comprehensive program and project management experience across diverse industries in support of Intelligence Operations (Defense sector), Regulatory Product Development (Pharmaceutical sector), Information Technology, and Software Development. She has demonstrated expertise in organizational development and process improvement through her work managing operations for small businesses and 8(a) companies.

Catherine is a Senior Program Manager at OCT where she is responsible for a large portfolio of programs supporting federal clients, including DHS, DOD, and DOT. Prior to joining OCT Consulting, Catherine served as Vice President of Operations for a software development company and as VP of Operations for a consulting firm. She led multiple project and consultant teams across the globe, delivering successful outcomes for clients through her collaborative approach, clear communication style, and strong leadership.

Catherine holds a Bachelor of Science in Marketing from Clemson University and is a Certified ScrumMaster (CSM).
