Wayne is a multifaceted manager with over 40 years of experience in Business Development, Program and Project management, Personnel Management, Emergency Management, Emergency Medical Services, Education and Training, and Exercise Development and Execution. He has an extensive background in Program and Project Management, Emergency and Disaster Management, and Adult Education and Training expertise. He is also an Air Force veteran with 22 years of military experience.

Wayne is OCT’s Director of Corporate Program Management, leading OCT’s extensive and evolving Program Management team. Prior to OCT, he was the Project Manager for Insignia Federal Group. Previous to that, he was the Director of Business Development for Goldbelt Glacier Health Services, and was also the program manager for Goldbelt Glacier’s $12.5M contract with the Department of Defense’s Suicide Prevention Office.

Wayne holds a Master of Public Administration from Villanova University and a Master of Science in Health Sciences, Emergency, and Disaster Management from Trident University International. He also has a bachelor’s in applied arts and sciences with a concentration in Political Science and International Relations from Midwestern State University. He also holds certificates in Essentials of Project Management, Mastering Project Management, and a Master Certification in Applied Project Management from Villanova University.
