Project Summary

The mission of NMRC is to conduct research, development, tests, and evaluations to enhance the health, safety, and readiness of Navy and Marine Corps personnel in the effective performance of peacetime and contingency missions and to perform other functions as directed by higher authority.
NMRC needed procurement support services in support of military medical research, including budgets, operational surveys, studies, and analyses on matters related to the NMRC mission.

OCT’s Approach

OCT provides full lifecycle acquisition and procurement support services in support of military medical research, including budgets, operational surveys, studies, analyses, and matters related to the NMRC mission. OCT personnel develop and administer acquisition documents containing animal use requirements. OCT Contract Specialists work in the Navy’s contract writing system- Procurement Integrated Enterprise Environment which houses Wide Area WorkFlow and Electronic Data Access, the primary enterprise procure-to-pay application for the Department of Defense (DoD).

Results

OCT’s support services are key to supporting several CONUS and OCONUS NMRC locations, which include the Health Research Center (NHRC), Naval Medical Research Unit San Antonio (NAMRU-SA), Naval Submarine Medical Research Laboratory (NSMRL), Naval Health Research Research Center, Naval Medical Research Unit Dayton (NAMRU-Dayton), Naval Medical Research Unit 2 (NAMRU-2) Asia, Naval Medical Research Unit 3 (NAMRU-3), Cairo, Egypt, and Naval Medical Research Center Unit 6 (NMRC-6) Lima, Peru.
