Cradle-to-Grave Acquisition Lifecycle Services

Project Summary

OCT provides contractor support services for the U.S. Coast Guard (USCG) Office of Contract Operations (CG-912) and Office of Procurement Policy and Oversight (CG-913).

The USCG Director of Contracting and Procurement (CG-91) is responsible for the USCG’s procurement function. Specifically, the Office of Contract Operations (CG-912) is responsible for providing contracting services to all USCG Headquarters’ Directorates. The Office of Procurement Policy and Oversight (CG-913) is responsible for policy and oversight of all USCG contracting. OCT acquisition support professionals work closely with USCG Headquarters’ directorates to develop requirements and execute procurements that provide USCG operating forces with the systems, platforms, and technologies to meet mission objectives. Our  support services include acquisition planning, procurement package development (market research, IGCE, SOW/PWS/SOO, J&A, D&F, and other documents), solicitation development, proposal evaluation support, contract award, FPDS-NG system administration and reporting, post-award administration, and closeout. OCT also provides procurement policy analysis support to USCG and provided change management, data analytics and migration support during USCG’s transition from a legacy contract writing system to a new financial and contract writing system.

Contracting Support

OCT’s staff of seasoned contracting and business professionals provide a wide range of contracting support services at the market research/pre-solicitation phase, solicitation phase, post-award contract administration phase, and closeout phase. In addition to cradle-to-grave contracting support, OCT provides advisory services to document lessons learned and provide best practices to improve USCG’s acquisition practices. 

Acquisition Data Support

OCT supports USCG procurement reporting to monitor and oversee procurement actions using tools like PRISM, FFMS, Excel, and Access. Our team leverages expertise with these reporting systems and databases to extract key data, create customized reports, and analyze trends to synthesize procurement data into actionable insights for program and contracting officials. OCT personnel have created custom reports to make procurement data transparent. OCT also provides assistance on procurement-related data calls. OCT personnel use their acquisition expertise and strong familiarity with USCG databases, financial and contract writing  systems, and DHS’s APFS to ensure accurate and timely responses to all data calls.

Results

OCT has a team of seasoned contracting and business professionals with FAC-C, DAWIA, and PMP certifications supporting CG-912’s portfolio of $3.5 billion and 40,000 procurement actions. OCT’s support was critical in helping USCG transition from its legacy financial/contracting systems to a new modernized FSMS system. We supported data migration and provided comprehensive training to all staff on the new system. We also provide acquisition best practice and knowledge management support to USCG stakeholders.
